I, too, bow to the greater experience of my hon. Friend the Member for Bournemouth, West (Sir John Butterfill) in these matters, but I wonder whether there is a danger of putting too much faith in the Treasury. Amendment No. 3 (c) clearly refers to"““a cooperative or mutual undertaking of such description as the Treasury specify by order””,"
so it could be subject to change at some future point. Whatever the Minister says is the current intention may well be superseded in the future.
