My hon. Friend the Member for North Durham (Mr. Jones) gave one other reason why trade unions are different, and the hon. Gentleman has missed it out. Trade unions are regulated as trade unions. The relations between a union and its members are regulated; my hon. Friend mentioned the certification officer. Does the hon. Gentleman recognise that the Joint Committee had concerns about regulating the trade unions as entities under the regime that we are discussing because of the existing regulations to which the unions are already subject?
