Perhaps I can reassure the noble Earl. I quite agree with him; I cannot conceive of an organisation that does not have a governance structure or responsible people identified with whom to form a relationship for the delivery of the contract. The only question on which we disagree is whether we should try through regulations and the role of the Secretary of State to formulate anything like that on the face of the Bill. That is what divides us.
I am also interested in the possibility of being told later how it will all work—the contracts, the conflicts of interest via BUPA, the question the noble Earl raised and the offer he made.
