The fact that the Audit Commission agrees to something does not necessarily mean that it is going in the right direction. However, I am glad to hear what the noble Baroness said. It is a pity that the balance between the main part of the Bill and the schedule seems to lend greater weight to the repeal than it does to the new, wider power. That is a matter of style.
