moved Amendment No. 211: 211: Clause 109, page 70, line 6, at beginning insert ““where, in addition, it has not been prepared under the terms of section 108(2),”” The noble Lord said: I withdrew the amendment from its earlier grouping. Briefly, this clause gives the Secretary of State the power to require local authorities to redraft their LAAs but does not indicate the basis on which this decision may be made. This is a probing amendment to see whether the Government will come clean on what they think the reasons would be, if they do not accept the drafting. I suggest that they have not followed the rules earlier, but there may be other reasons. Given the hour, I am happy for my noble friend to write to me on this matter. I beg to move.
