I am grateful to the noble Lord for enlightening me, but this is where we very much disagree with him. If we were to allow the county and the district to undertake a review, we might come to a stage of both councils disagreeing. What if they were to disagree? Let us imagine a situation where the district council wishes to create a parish and makes such a recommendation. However, the county council decides that it does not agree, conducts a community governance review and decides to abolish the parish. This would lead to, if not confusion, a near-anarchic situation over who is responsible, as well as increased costs and, no doubt, legal challenges on which council had the right to decide.
