Concessionary Bus Travel Bill [Lords]

Does my hon. Friend agree that over the years in which members of the Opposition were in government, numerous instances of various formulae being used to allocate money to different local authorities for different reasons were shown after only a short time to be significantly flawed? What we are asking for is therefore perfectly reasonable and sensible, and ought to be supported by anyone who saw the damage that previous formulae did in areas such as the overall funding for local government, resulting in massive council tax increases across the country.
