My hon. Friend raises an important and pertinent issue. Is he aware that in Monmouthshire, where we have a concessionary bus scheme and have done for several years as a result of measures taken by the Welsh Assembly, over the past 10 years council tax has gone up by the highest amount of any local authority in the United Kingdom—by 184 per cent.—and that one of the many reasons for that is the lack of proper funding by the Welsh Assembly Government for the concessionary bus transport scheme? Does he agree that it is vital that we ensure that constituents in England do not also suffer 184 per cent. council tax increases as a result of flawed funding formulas?
