My Lords, I am very grateful to the noble Baroness for giving way. While she is right that for reoffending from prisonthe rates have been going up, although slightly levelling out, they are going down where community sentencing occurs. It is very important to make the distinction between reoffending from prison and reoffending from community sentences.
