My Lords, I am sorry to make a habit of interrupting when I feel that the noble Lord, Lord Wallace, has misquoted me. I was saying, as a strong localist, that the localist argument is being used to defend what is at heart a substantial wrecking amendment. One must have a sophisticated ability to support localism and to recognise that one cannot,in a grown-up world, leave everything to localist decision-making, otherwise there will be problems. Any party which has been in government wouldknow that.
