Offender Management Bill

Proceeding contribution from Lord Filkin (Labour) in the House of Lords on Wednesday, 27 June 2007. It occurred during Debate on bills on Offender Management Bill.
My Lords, I am sorry to make a habit of interrupting when I feel that the noble Lord, Lord Wallace, has misquoted me. I was saying, as a strong localist, that the localist argument is being used to defend what is at heart a substantial wrecking amendment. One must have a sophisticated ability to support localism and to recognise that one cannot,in a grown-up world, leave everything to localist decision-making, otherwise there will be problems. Any party which has been in government wouldknow that.
