My Lords, I intended to speak before but I was looking at my papers when the Minister rose. I entirely understand the point made by the noble Baroness, Lady Linklater, that instead of defining young offender institutions and secure training centres as prisons, perhaps the clause could be amended so that we are talking merely about assisting the rehabilitation of offenders who are being held in prison, which is the only place where prison is mentioned in this part, and then simply add, ““and young offender institutions and secure training centres””, rather than infer that secure training centres are prisons.
