I thank the Minister for his very detailed answer. It was so detailed that I shall need to read it very carefully to ensure that I understood every nuance. I also thank the noble Lord, Lord Oakeshott, for his support. Interestingly, his amendment is very similar; it simply comes at the matter from a different angle.
