moved Amendment No. 13: 13: After Clause 3, insert the following new Clause— ““Allocation of child benefit to the relevant parent If child benefit is paid into a joint account and allocated to a parent who did not wish to accrue home responsibilities protection or contribution credits, and the other parent wishes to have accrued home responsibilities protection or contribution credits, the Secretary of State must reallocate the qualifying years of home responsibilities protection or contribution credits, as the case may be, to the parent who wished to receive them.”” The noble Lord said: I have just spoken to this amendment; perhaps we can now have an answer to it.
