Offender Management Bill

Like my noble friend Lady Stern, I was grateful to the Minister for explaining the government amendments. Nevertheless, I think I am right in saying that she said that some services would be commissioned at regional or national level, and would then be subcontracted down towards the local level. I am not a lawyer, but I can foresee that considerable questions might arise of legal liability and responsibility for all those services. Therefore, any subcontracts would need to be crystal clear and make it very plain who was responsible for what, particularly if both statutory and commercial bodies were involved in this process. Turning to Amendment No. 127, spoken to by my noble friend Lord Ramsbotham, I state my support for what he is trying to achieve, and perhaps put into his mind the possibility of including the prevention of not only reoffending, but offending in the first place.
