Offender Management Bill

I support the amendment. It is extraordinarily strange that the Secretary of State should be given what is, as it were, an uncontrolled power to change the Bill. We spent the whole of the first day in Committee discussing the contents of the first clause, but apparently we were wasting our time because the Secretary of State can change it at any point he chooses.
