Offender Management Bill

There is a larger underlying point that we should mark as we go past. If we are introducing contestability, the question of how far private providers of services should provide punishment will come up more and more. If a conditional caution is to be defined as a punishment, it raises some awkward questions about the contestability of services. I firmly hold the view that punishment should be provided by the state andits officers not private service providers. That is something we must debate each time this arises inthe Bill.
