Offender Management Bill

In the Bill, "““persons to whom conditional cautions are given””" should not be included with those charged or convicted because they are in a completely different category. I am among those who have supported, and want to continue to support, restorative justice. Conditional cautioning fits in very well with that. On those grounds I support the amendment.
