UK Borders Bill

The hon. Gentleman must be aware that nobody has been sentenced to more than 12 months in prison for not paying council tax. Therefore, the situation he describes is very unlikely to arise. Also, no more than a handful of people each year are convicted of stealing electricity, and I am sure that the sentences for doing so are extremely light and of less than 12 months.
