I thank the Minister for that reply. I see that there may be some advantages in having this dual role for the regional director, but I am still not persuaded that that person has to be the adviser. Indeed, I can see some very good reasons why he might not need to be and for the Assembly to have even more independent advice. This amendment may not be perfect, but by the time we reach the next stage, it will be. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
