In moving the amendment, the noble Baroness, Lady Hamwee, said that it was not a veto. Amendments Nos. 38 and 73 both state: "““The Mayor shall have regard to any recommendation made by the Assembly under subsection (3) above””."
But subsection (3) in the amendment states: "““The Assembly may within 21 days … recommend that the proposed direction should not be issued””."
The amendment also states: "““The Mayor shall have regard to any recommendation””."
That seems to come very close to being a veto.
