My Lords, I have not the slightest doubt that the procedures under the Bill will be held to be criminal procedures and that all the requirements under the Human Rights Act will have to be fulfilled. Will the Minister explain howClause 2(2)(b) can possibly be compatible with the requirement of certainty in a criminal cause or matter?
