My point was that Clause 28 makes clear the status of the National Statistician as the principal adviser. That is where her strength comes from; her advice must be taken into account and can be overruled in only exceptional circumstances. I was certainly not trying to downgrade the position of the National Statistician, which is why I earlier supported the fact that she should be the chief executive of the board.
