I assure my hon. Friend that the wording will do exactly that. We have a basis on which we can move forward on both that point and on the issue of 80 per cent. for the people affected. The review will examine moving beyond that, and that is the exact basis on which we should move forward. It being two and a half hours after the commencement of proceedings on the motion, Mr. Deputy Speaker put forthwith the Question already proposed from the chair, pursuant to Order [this day]. Question agreed to. Clause read a Second time, and added to the Bill. Mr. Deputy Speaker then proceeded to put forthwith the Questions necessary for the disposal of the business to be concluded at that hour.
