That is the point on which I need to reflect to see whether we can pin down what has been said. I take the point that we will have another opportunity to consider the issue, but I am determined to ensure that we cover all the schemes that should be covered. I do not accept, on technical grounds, the Minister’s point that we would be opening the door. It would be more straightforward if the Minister accepted the new clause and, if it turned out that it needed more work, that could be done. That would be the easiest way to proceed. As people have said, this has been a long journey and we are not at the end of it—
