My Lords, I think that that was close to saying there is some flexibility, but we will have to have a look at that. Perhaps I should say that I hope that that is the interpretation to be drawn from what the noble Lord has said. Therefore, providing those who are more expert in this area of law than I make that interpretation, I beg leave to withdraw the amendment.
