I invite noble Lordsto look at the front leaf of the Bill. I know that sometimes that may be difficult for the noble Lord, Lord Thomas of Gresford, so I invite him to look at it with me. It states that, "““the provisions of … the Bill ... are compatible with the Convention rights””."
House arrest would not be compatible with convention rights. I hope that he and I can agree on that, at least.
