Serious Crime Bill [HL]

With the greatest respect to the Minister, we know that control orders restrict people to their houses. People are kept with their families in a flat and are not allowed to move outside it. That is house arrest. We have it already, under legislation passed by this Government. This provision is a further extension of the possibility of house arrest. The Minister refers to paedophiles, because they are the demons in our society. The Bill does not require that it be proved beyond reasonable doubt, so she told us only an hour or two ago, that they are paedophiles for house arrest to be imposed. That is the authoritarian nature of this Bill, which we keep coming back to.
