I shall first deal with the points made by the noble Lord, Lord Lucas. As regards destroying businesses, we are grateful that SOCA finds that when it addresses legitimate businesses and apprises them of the difficulty that they may have inadvertently been engaged in, they are in the main wholly compliant and there is no difficulty with that at all.
