Clause 3 encourages twinning between towns in the United Kingdom and elsewhere. As such it is not welcome in this country to Euro-sceptics of my view. Town twinning is yet one more initiative to persuade the British people happily to embrace the ever-closer union of the peoples of Europe as envisaged by the project of European integration, of the European mega-state controlled by the bureaucrats and Euro-crats of Brussels. We are against town twinning on the whole. That is why we do not want this clause in the Bill. I have one serious question for the Government and noble Lords. Can they explain why we seem to have town twinning only with Europe? What about Russia?
