Offender Management Bill

Does my hon. Friend recognise that a number of us who voted against Second Reading and for an amendment this afternoon work closely with our probation services and are genuinely concerned about how the knee-jerk privatisation of part of the service will follow through to improving offending rates? We have not heard that argument made.
