Offender Management Bill

Like me, my hon. Friend will have listened with great interest to the contribution of the hon. Member for Somerton and Frome (Mr. Heath), in which he discussed local accountability. Will my hon. Friend tell us, on the basis of his considerable experience in local and national government, what knowledge he has of the marvellous world of local accountability which apparently exists in the probation service at the present time?
