Offender Management Bill

As my right hon. Friend knows, I have raised that issue with him so I am heartened by his comments. He seems to be saying that probation trusts will be required, for a certain percentage of their non-core work, to seek the provider who is most suitable and can deliver best value, and that provider could be in the public, private or voluntary sector. The process would be akin to the best value procedure familiar to many of us in local government and which is generally supported.
