Offender Management Bill

Proceeding contribution from Tom Levitt (Labour) in the House of Commons on Wednesday, 28 February 2007. It occurred during Debate on bills on Offender Management Bill.
I will not because I know that others want to speak before the Minister winds up. The qualitative difference, the influence on the rest of provision, will be significant. The Bill will make a real difference in reducing reoffending rates and help us to achieve our aim of helping people out of offending in the first place.
