Offender Management Bill

Perhaps my hon. Friend is going to cover this point, but the letter from Rainer that I have in front of me says that it has areas of concern but,"““on the understanding that these are addressed, we would urge you to vote in favour of the Bill.””" I must admit that I took that as general support for the principle behind the Bill. My hon. Friend seems to be arguing, however, that it opposes the Bill. There seems to be some contradiction between what it has written to me, and what it has written to him.
