If my noble friend explains the difference in levels of support under the current system of SSB, short-term IB, the higher rate short term and the higher rate long term compared with the new system that will be introduced, the noble Lord, Lord Skelmersdale, may find that people will be better off under the new system—particularly the80 per cent who will be entitled to support allowance.
