When the noble Lord is thinking about this matter before Report, will he consider the possibility that having one setof regulatory objectives, as Sir David Clementi recommended, with the capacity, through policy statements, to think about different applications and weights in different regulatory parts of the legislation and the different circumstances that will emerge, could be the way forward?
