I disagree with the hon. Gentleman. How does he interpret proposed new subsection (7B):"““The draft of an Order laid before Parliament under subsection (7A) may contain supplementary, incidental, consequential, transitional or saving provision””?" Surely that gives the Secretary of State wide latitude to do just about whatever he wants. We are not talking about the current Secretary of State for Northern Ireland and the current circumstances and political geography of Northern Ireland; we are discussing any future circumstance where, out of expedience, a Secretary of State for Northern Ireland might do a side deal to devolve policing without, for example, DUP support.
