Justice and Security (Northern Ireland) Bill

The new clause states:"““If it appears to the Secretary of State that there is no reasonable prospect that the Assembly will pass an Act””" to set up a model for devolving policing and justice and especially a model for the relevant Department. Will the Minister confirm that the fall-back position for which the new clause provides will not be exercised before May 2008? Will the Government comply at all times with the triple lock requirement, even if the date of May 2008 passes? Will he put that on the record?
