I say to the noble and learned Baroness that we are always delighted to get suggestions to reflect on. It is one of the great joys of Committee stage that noble Lords are able to help us think things through. There is so little between us on these issues. We are concerned to make sure that the powers are used effectively and that we do not hamper the powers by putting in additional words, which the noble and learned Baroness will know very well can lead to the kind of legal unravelling that one would not wish to see. I am happy to take it away; I have no idea whether it will work. I am happy to think about it.
