No, I will not give way at this point. Mr. Heseltine admitted in the Local Government Chronicle that he had made his final decisions on the boundaries in England on the basis of a helicopter flight around the towns and an ordnance survey map. That is the truth of what happened under reorganisation. This Government will stick to the criteria that we have published. We will abide properly by those criteria, and we will judge proposals accordingly.
