Does the hon. Gentleman share my concern about a further diminution of local councillors’ powers? He may have spotted, in clause 32, a plan to centralise the complaints process by giving the national Standards Board power to suspend a locally elected standards committee. Does he not agree that that is a move in precisely the wrong direction, and that local problems should be resolved locally?
