The Liberal-controlled authority in Pendle talks about an ““exciting vision”” of a unitary authority with Burnley, which is"““shared by…citizens of Burnley and Pendle.””" There is no evidence for that at all. I return to the point that was just mentioned: are councils expected to canvass the views of the electorate if they are going to dissolve the two-tier system and move towards a unitary system?
