Might my right hon. Friend not reflect with me that it is rather bizarre for the Opposition to criticise proposals that enhance the role of local government in the overall scrutiny and improvement of health services locally, when the Opposition have spent much time criticising the Government for not enhancing the role of local government? Why do they not applaud the measure, which will enhance the role of local authorities?
