Will the Secretary of State concede that by involving just local government in the process, it will be a closed process between public sector providers? There will be a complete loss of accountability from independent people who are able to express serious views about the performance of our health service. What are the Government afraid of when it comes to CPPIH and patients forums? Surely it is inappropriate to take away that power.
