Sustainable Communities Bill

With all due respect, I am not a lawyer; all I have is a degree of common sense. If something is submitted to any individual—the Secretary of State or anybody else—for a decision, it is up to him or her to decide yes or no; that is what approval is all about. My point is that if a plan was rejected, that would create an extremely bad feeling in the locality if people had been given the impression that they could come together to create a set of priorities that central Government would automatically rubber-stamp.
