The Secretary of State is empowered to do that under clause 4(3) anyway. Clause 6 is not at all unclear. Subsection (1) says:"““A local authority shall submit its proposed local spending plan to the Secretary of State for approval””"
and subsection (2) says:"““The Secretary of State shall take a decision””."
I do not see what is unclear about that.
