That is not made at all clear in the Bill. Running through it is an extremely bureaucratic process, as I have outlined, and a naive belief that local empowerment is sufficient. We cannot ignore the existence of central Government, which is democratically elected and has a set of political priorities. There is a political process, as well as local empowerment.
