As I said, I think there are difficulties here, and certainly following the response of the noble Lord to the earlier amendment moved by the noble Lord, Lord Cotter, and to this amendment, we shall look carefully at those responses because this is something we shall want to return to at the Report stage in a fuller House when others might want to be involved.
