The Minister nods, but I can tell him for free that that is absolutely shameful. In the face of repeated intimidation—the evidence published by the Northern Ireland Affairs Committee and the degree of intimidation by loyalist as well as republican paramilitaries, whether dissident or not, to which the IMC has testified in report after report—it is shameful that the provision is not in force after three years.
