This is the amazing point. Let me just take the last point that the hon. Gentleman made: the commission will have the job of proofing Government policies. I thought that Departments already had to do the job of providing equality-proofing and so on for legislation and other proposals. Are we saying that we not only need Departments to do that job—Departments very often bring in consultants to do that job on their behalf—but that we need to bring in the commission to do more equality-proofing? I am trying to make that point about over-regulation and the problem of looking for roles for bodies when there is not really a role for them.
